Ross Grand Jury: Boasting of Guns on Social Media While on Disability

The Ross County Grand Jury returned all 12 of their cases Friday, with two open.

In one, according to the Ross County Prosecutor's Office, on October 29th, Chillicothe Police responded to home on Anderson Station Road where a woman reported seeing a shadow outside her window.

Her ex-boyfriend, 27-year-old Logan C. Ritchhart, then forced his way in and ransacked the home, complaining about another man in the house and taking a tote of his clothes and three articles of hers valued at about $40.

He went outside, flipped over tables and became angry again, reentered the home and assaulted her...but two associates eventually grabbed him and drove off.

For indictments on Burglary, he could get up to eight years and $15,000 in fines.

In another, according to the Ross County Prosecutor's Office, on November 18th the Chillicothe Municipal Court probation division made a home visit to 21-year-old Wesley D. Caplinger's home on East Fourth Street where they did not find anything untoward.

But on November 21st, an anonymous source shared a social media video with the probation officer...where Caplinger showed off two guns. The court revisited his home and found a 9mm and 20-gage.

Caplinger is under disability from a 2018 juvenile court conviction for felonious assault. For two indictments on having weapons under disability, he could get up to three years and $10,000 in fines for each.
