Circleville Council had a heady discussion...before barely passing the trash-hauling bids ordinance.
The sponsor of the ordinance, Mike Logan, aggressively defended the proposal - especially with a former councilman, Dave Martin, who raised questions about it.
Logan and others answered that the proposed single contractor for city trash service has been discussed for months...is only the start of a process, to take more months...and the ordinance only calls for bids, which can be rejected if there is not significant cost savings for customers.
Additionally, Logan said Circleville is far behind in regulating trash hauling, which is more expensive there than in most of central Ohio...regulations are requiring more recycling...and the city has the eyesore of trash, waiting to be picked up every day, because of the multiple haulers.
Mayor Don McIlroy read the results of an eight-survey questionaire included in water bills, which he felt showed general satisfaction with the way things are...but maybe without all the facts of this proposal.

Auditor Gayle Spangler reported on council's request to analyze the possible impact to city income tax revenue that regulating the "big" haulers would do, which she figured was very little.

The ordinance for the trash-hauling bids barely passed, at four to three.
The contentious session then went into executive session for contract negotiations with the county commissioners.
