The man is Arthur Flowers, who had been a patient at Chillicothe VA Hospital
It took 37 years, but now an Ohio family knows the whereabouts of a diseased relative found in the Scioto River in 1975.
The facial recreation of a skull exhumed from a Ross County grave, was identified by a family who believed it was that of Arthur Flowers of Hardin County.
Ross County Coroner's Office Investigator Mike Ratliff says DNA from a family member proved it. Ratliff confirmed that Mr. Flowers had been a patient at the Chillicothe VA Medical Center, before he disappeared.
Despite the body being located in the Scioto River, the connection of Flowers disappearing from the local hospital was never made at that time.
