Chillicothe Council had a short session...with a little focus on changing positions.

With the departure of Napoleon Cross, Alicia Gray has been made chair of the Human Resources committee.  Her first major act was to announce quick action on a labor agreement with the 50 non-bargaining city employees...whose agreement expired January 1st.

She said she hopes to have thorough discusion in her next committee meeting, and then passage on first reading in the next council session.

The usual practice is to give them the same agreement that AFSCME gets, which was done recently.

And, in a tense finance committee meeting last week, Council President Alan Davis admitted he had called Auditor Tom Spetnagel's financial forecast "garbage"...and Davis apologized for that in council, saying he needed to understand public financing a little better.
