The rate of offenders returning behind bars in Ohio is 31.2%.

The rate of released prison inmates going back behind bars later is lower in Ohio than most of the nation.

"Forty-four percent of the offenders around the country, after three years being released, come back to prison," said Ohio Corrections Director Gary Mohr. "Ohio is 31.2%."

In fact, Mohr said state officials have been asked to testify before congress on how Ohio does so well in keeping the rate low when it comes to released inmates going back to prison.

Mohr said it's important to replicate for inmates the expectations they would face in society and get them to behave in a way that integrates self-discipline.

"It's all about transitions as opposed to abrupt changes," said Mohr, "and that's what we're trying to do."
