In a Council review session, members questioned and lectured their leader.
In a session that had the feel of a hearing, Council President Alan Davis defended his actions, but council members said he went out of bounds.
Most of the meeting consisted of Nancy Ames, Tom Trutschel, and Alicia Gray stating where Davis had neglected his duties and exceeded his office.
This has been when Davis expressed his perspective of the financial difficulty the city budget has been heading into - a version different from the city auditor - to businesspeople and news media.
Since it was not a legislative session, Ames had to retract her motion for a vote of "no confidence," but she will have an opportunity next Monday. A vote of "no confidence" would not have any official action other than expressing council's opinion.
He also said that the bad rating by the state is a result of an audit, and not Davis' actions.
Tom Trutschel twice told Davis he should do the right thing...and resign.
Ames and others could not stay to comment, but Davis was available, and said he had took his oath of office very seriously and tried to use his financial expertise to help the city.
