Two women are facing charges after several Chihuahuas were found in deplorable conditions inside a Chillicothe garage on N. High St.
Olivia Dammann and Kathleen Yates are charged with cruelty to animals after police found the eight dogs in a cage. One of the dogs had died and the others were eating it.
The landlord's son made the discovery on May 8.
According to a police report, Dammann said she and her mother cared for the dogs, which were fed every day, given water, and exercised. But Ross County Dog Warden Waneta Wellinghoff said the dogs were severely emaciated. They are now being fed every three hours and all but one are now doing better.
Wellinghoff hopes to rehabilitate the dogs and eventually get them adopted. That won't happen until after an investigation is completed. No word on how long that might take.
